Why not use Win32::GUI or Tk? Using these, you can create whatever GUI (dynamically updating of course) that you want. Of the two, I'd probably suggest using Tk, as it is going to be more portable, has been around longer (Win32::GUI is still beta), and is much better documented.
There are various references and examples you can use to get yourself started. (shameless plug approaching) I'd begin by looking at examples, such as (shameless plug imminent) my Perl/Tk Chatterbox Client. You may look into Learning Perl/Tk from O'Reilly and Associates. Another choice, if you're looking for straight graphing, is the GD module from CPAN. Check its documentation for more information.
