That's going to depend on which OS you're using. If you'll tell us your OS, we'll tell you how to set the environment variable. I run Windows (yes, I know...), but I think the command for Linux would be "export PERL5_CPANPLUS_CONFIG = /usr/home/user_name/.cpanplus/config" prior to running CPANPLUS.
