I was thinking "Deny" or "Suspend" - as we would be denying the node to be approved...
or suspending it from being considered.
Hold sounds much like keep, although the term to hold really fits the meaning better than deny:
Deny/Suspend also means it is not along the lines of keep and edit.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
