No, every little implementation detail is not spelled out in the site documentation.

If you "haven't been here for 4 weeks", then you shouldn't have voted so why would we bother to check whether you had or not. The "ticker" log-in is for fetching tickers (XML data), usually by bots. If you are having bots spend your votes, then you are in volation of site policy.

Why would we search through all 30,000 users when the only people needing votes refreshed are among the 500 users who actually showed up yesterday and thus had a chance to spend their votes?
