People doing smoke tests on my modules report false positives because they try to run tests that can't be run.

I believe that most smoke testers are based on CPANPLUS. CPANPLUS support for Module::Build has been (and may still be) flaky. CPANPLUS::Dist::Build was split out separate from the main CPANPLUS distribution in an attempt to improve support. The most recent release adds support for the build_requires parameter -- previously, this was the cause of numerous test failures.

If CPANPLUS-based smoke testers upgrade to the latest CPANPLUS::Dist::Build (and perhaps additional bugs are fixed), or if smoke testers switch to CPAN.pm and CPAN::Reporter, these problems should go away.
