Here's an idea:

User's pay: Cost = $1.50/question asked (but could be paid for in bulk at a discount as well).
Portion of registration fee that goes to house: $1.00
Portion of fee that goes to a "good anwerer" fund: .50 cents.
Benefit to PerlMonks.org: priceless
People with very high reputations and answer a lot of questions would get cash payments (small, but not insignificant).
If 20,000 questions per year get asked, the income generated would be nothing to sneeze at. Just an idea...
