I think you have installation issues and as you are using Windows, you may not have admin rights and sit behind a firewall.
Maybe the CPAN FAQs are a good starting point for you http://www.cpan.org/misc/cpan-faq.htmland on PPM from ActiveState http://docs.activestate.com/activeperl/5.10/bin/ppm.html .

[Corion]: ambrus: AnyEvent(::HTTP) doesn't integrate well with Prima, that's my main problem
