This is not a perl script, it's a shell script.
The first one is a shell script; the second, "not so much!"
If I were a betting man, I'd want OP on my side on the day of (almost any) big race, since clearly he reads the future ... or has the ins-and-outs of use crystal::ball; down pat.
OTOH, you, AnonyMonk, might want to google for a remedial course on reading times. Search terms might include "when the big hand is on..."
