Howdy! Nice set of straw men there. No biscuit. There are some "best practices" that are widely used. A diligent programmer will be aware of this and, one hopes, familiar with them. That mostly invalidates your conclusion since it is based on a false premise. The question at hand is not about Perl, but about what "prerequisites" one might propose for learning Perl. Python is a red herring in that context. It serves to distract the discussion with irrelevancies.
