Well ... ahem ... strictly speaking, no, it doesn’t “have to” have anything at all to do with it.
Compared to, let us say, ordinary CGI, then yes, Plack or any system of similar architecture does have the property that you can impose a maximum number of servers therefore a maximum number of concurrent requests, and do so rather easily. But you can do that in other ways, too, and with other tools. Yes, Plack is a fine system, very useful and well-engineered, but you may be getting a wee bit effusive about it here lately, Logicus ... :-) <-- good-natured smile.
