I did read the post. But after I untar all things and attemp to install, I am stuck at "fetching with the LWP...", seem I am behind a firewall, I thought there is no need to use internet since I already downloaded the package.

"I thought there is no need to use internet since I already downloaded the package."

You haven't said which module you're trying to install. It doesn't look like you're using cpan to install modules. Perhaps you are missing a dependency. Ask your network/system admin if you are behind a firewall, perhaps they could add an exception or you could configure your machine to do so.

I am trying to install "IO::Uncompress::Bunzip2".

I suggest you spend the time to re read the advice you've already been given, in this and other threads. It seems we're about to go round in circles with this issue.
