It seems the release managers don't want to copy the top perldelta entries (where is perl5162delta? can't find it on, and they can't link to the announcement on cpan or metacpan, because the announcements doesn't wait for the release to percolate to the mirrors.

I think it's a bad user experience; the top $n ($n = 3..5) changes should be included in the release announcement.
