What is your dependency output with chatr and ldd:

$ ldd /home/mozilla/DBD-Oracle-1.50/blib/arch/auto/DBD/Oracle/Oracle.sl

Then look at the access rights on each of the depending libraries and check if your $SHLIB_PATH and $LD_LIBRARY_PATH
