Win32::GUI doesn't support Unicode.
Win32::GUI is indeed insensitive to unicode

Bug #56295 for Win32-GUI: How read utf8 charachters from AddTextfield() in Win32::Gui
grep -i unicode Win32-GUI-1.06 says ???SETUNICODEFORMAT for Win32-GUI-Scintilla/Win32-GUI-DropFiles/Treeview/ http://cpansearch.perl.org/src/ROBERTMAY/Win32-GUI-1.06/Win32-GUI-DropFiles/t/10_Unicode.t
