But isn't %_ immune to strict in the same way and for the same reasons as $_ and @_? Maybe technically :) but according to the current documentation it shouldn't be, because unlike "$a" and "$b" the hash "%_" isn't used by sort or any perl feature OTOH, perlvar, which lists $a and $b, also says these types are exempt from strict-vars so what about %_?
