Sorry, I don't seem to understand the question. What has a problem with Windows ME being installed got to do with Perl? And surly you've got the original media and don't need to download it (where from for starters).
Unless you mean you are having trouble installing Activestate Perl on your Windows ME machine? Is this the case?
