You should create a Perl interface module to the C library
localtime() function. If you can't do that successfully,
you should probably think of a smaller project.
If you are successful, then create a Perl interface to a
single function from the Loudmouth Library (whatever that is).
Multiply the effort that required by the number of functions
you want to expose to Perl. That's about how much effort
will be required.
