Obtain proof. Work the best you can. Don't complain without proof. Document the effects of adding more bodies to the project. Include both positive and negative results. Perhaps your hypothesis will turn out to be false. When you have enough facts to backup your statements people will take you seriously. If they still don't then consider resigning. Who wants to work for people who ignore the facts.
