I vote not to do that on some mythical version number (and since Rakudo will likely continue to number its releases by release month, it won't ever reach 1.0), but rather by the number of posts.

If there are a few weeks were we see more Perl 6 questions than Meditations (for example), it may well be worth to start a new category. Tying that to a particular release of a particular compiler seems impractical to me.

Perl 6 - links to (nearly) everything that is Perl 6.
