    My config: Windows 7 SP1 64bit Strawberry Perl 5.18.2.1 32bit

Same here in every respect, and PadWalker-1.98 builds fine for me.
One possible variance is that I'm using the "portable" version of Strawberry - but that shouldn't account for such a difference.
As Anonymous Monk suggested, the first thing to do is to check that the right dlltool is being used.

    Cheers,
    Rob

Just an FYI, I'm on protable Strawberry v5.18.2, same OS, builds fine here.

After removing Strawberry Perl 32bit and installing Strawberry Perl 64bit PadWalker had been installed without any problems.

Thanks you guys for your help.

        Best regards - Jo

Try  which -a dlltool to see which dlltool is getting called ... then make sure the strawberry one is first in path
The advice to use which... isn't going to do jowe much good unless it's installed ...from sourceforge or elsewhere.

Update: Oops. OP is using 64 bit; not sure the 32 bit GUNWin32 package will help, either.

Questions containing the words "doesn't work" (or their moral equivalent) will usually get a downvote from me unless accompanied by:
      1. code
      2. verbatim error and/or warning messages
      3. a coherent explanation of what "doesn't work actually means.
