I don't know if it's a proper place, but I can't open metacpan website. BTW, CPAN is no problem.

    According to Chinafy it is not accessible via Beijing or Shanghai. cpan.org is fine.

      Thanks for your help! I found I can access to metacpan by wget and WWW::Mechanize. but doesn't allow from chrome, IE and edge.... looks like metacpan is blocked.... sigh....

    What URL are you using and where in the world are you? https://metacpan.org/ works fine for me from New Zealand.

      I'm from China, I've tried https://www.metacpan.org by computer and mobilephone, both failed. below is the ip mappping to metacpan.org:

        When I ping those addresses I get replies from all of them. I see from whois that those domains all belong to pair Networks who also host PerlMonks.
