I did multiple attempts to find the code to provide a patch, but failed.
Maybe I'm wrong, but it seems to me like there was already some godly interference in the meantime.
The link is now at the end of the preamble in its own paragraph. (No patch was logged)
Please check.
I could think of more decoration though, (like turning it into a button) but let's give it a try.
Another improvement could be a shortcut for the CB to better guide new visitors.
(similar to [SOPW] -> SOPW)

It would be useful to have similar "Post a new ..." links in other sections.
I checked a few places (Meditations, PM Discussion and CUFP): no such links there.
I note that Tidings: What's New at PerlMonks hasn't been updated since May last year.
Is that what you were referring to with "No patch was logged"?
I'm pretty sure there have been changes which occurred in the last eight months:
Supplications in the Monastery Gates; layout in Nodes to Consider; possibly others.
Perhaps Tidings has fallen into disuse.
