I'm no expert in domain registration, but apparently wasn't due to expire for many years. How were the rights transferred?

    No, perl.com was not a mirror of perl.org.

      perl.com and perl.org are different sites but perl.com is referenced (linked) from perl.org - search for "Perl News" on perl.org. Now it says "RSS config broken".
