I noticed Recent was stuck on October the 2nd. I asked in #metacpan on irc.perl.org and got the following answer from ilmari:

Does our widget grab from MetaCPAN?
Yes - we syndicate the CPAN RSS as published at https://metacpan.org/recent.rss. I'm not aware of anything newer, besides monitoring irc for fresh uploads.

When I try to update my local minicpan through the usual
minicpan -l c:/minicpan -r http://cpan.org
invocation, it returns immediately without doing any downloading of new or updated modules.
