I haven't looked into that specifically, but the more recent releases of Strawberry Perl includes App::cpanminus. So someone could easily put a copy of portable Strawberry Perl and a minicpan onto a USB drive, which would let you use Perl on any Windows system and use cpanm to install any needed additional modules. Going that route, there is no need for a network connection or needing to deal proxy settings or even needing to "install" Perl.
