As toolic remarked, a large amount of CPAN modules depend on it and most, maybe all, of the codebases I've worked on depended on it. It is not going anywhere any time soon. The CPAN is not a democracy and appealing to a crowd with pitchforks and torches is no way to influence an author on the matter of his or her code's disposition.
