I never meant to imply that toolic's actions weren't justified. However, I thought the parties involved might still want to discuss whether the old maintainer wanted to still play any part. As it turns out, Daniel Yacob wants no part of the module and says he should've deleted it. He also says he'll follow up. Now toolic doesn't need to worry about showing justification to an old maintainer who comes back, because the old maintainer confirmed he isn't interested in coming back to the module.

That's great news! I want you to know that I didn't mean to imply that you were implying that toolic wasn't aware of the procedure. I apologize if that's how I came off. What I said was meant for future readers :)
