Anyone know how to get the mac-address with perl? Other than that, the ip is about the only way that I can come up with to confirm that the votes are not coming from the same place. Checking cookies would obviously not help, unless one is set for every vote cast, and then it's still not a secure system.

I couldn't find a 'gary' or a discussion of Ethernet there, but I also couldn't find the drygs that these people have been taking. Maybe they ate the whole bottle in one go rather than taking one per day like the doctor said.
Still, I guess he could be right about the raw sockets - *nix has them and all Unices make pretty good hacker platforms.
