In the file Makefile.PL, you find a line

      'ExtUtils::MakeMaker' => '7.00', # version INSTALL_BASE taken as
+ string, not shell

[download]

Try changing that line to

      #'ExtUtils::MakeMaker' => '7.00', # version INSTALL_BASE taken a
+s string, not shell

[download]

and then retry installing local::lib.
