Since, as others have said, Perl modules are “simply files,” I would suggest that you set up ordinary file-sharing with that server, and, to satisfy the encryption requirement, use a VPN technology on the link between the two systems (as you would no doubt be doing anyway).

In order to be more specific, we really do need to know a lot more about what your particular use-case is.   For instance, what might be a little snippet of code that “at this point in the program, we want to load such-and-such module.”   Describe what would be happening here (setting aside, for the moment, the as-yet undecided issue of how the trick is to be done).
