No, the two did not merge.

It was I who added the "Your signature:" option to user settings (vroom approved of course), which was the only reason people ever went to new user settings which is obsolete. I'm sure I must've /tell'ed you about this.

use user settings
not new user settings

update: last time I checked user settings did not munge your personal nodelets (new user settings did that, which is why I'm advocating against it). Please confirm this.
