much as I hate to say it, this is probably more suited to something like javascript. Theres not much you can do to control a users browser with perl, other than send http headers. Javascript on the other hand lets you do stuff client side. such as set the locatio of the current page (thus causing a new page to be loaded) when a link that open someone else's page in a new window is clicked (target=new)
