At this particular moment, your home node shows you having 19 experience points, or one shy of novice level. Probably it has just fluctuated a bit since you checked.

Anyway, votes are given out once every 24 hours, so what probably happened is that you got to level 2 after votes had been given out already (so you wouldn't see them till the next day).

Once you get back to level 2, you should see what hossman described, but it could take up to 24 hours after you reach the level for it to happen.
