You might reconsider using SDF (Simple Document Format). It's a format originally based on POD, plus a set of tools written in Perl. The original home page is gone, but this mailing list message says you can still find it on CPAN. And you can.
Also, there are some slides of a recent lecture by Ron Savage, available online.
