Work is copyrighted at least 50 years after the author dies.
But it might be longer in some countries.
Also, what is "neglect"? Just because something isn't available anymore under a certain URL doesn't mean it disappeared. It might well be that one considers "neglect" just means the author moved it elsewhere. Abigail
