Anon, welcome to the Monastery! PPM repositories are simply collections of .ppd files, and matching .tar.gz files. The .ppd file isn't in the .tar.gz file. If you look on Randy's server you will find a long list of .ppd files here http://theoryx5.uwinnipeg.ca/ppms/, and the associated .tar.gz files here http://theoryx5.uwinnipeg.ca/ppms/x86/. Normally you are best off using the command line tool PPM (that comes with ActivePerl) to download files from a repository, rather than pulling the individual files down one at a time.
