An interesting perspective on scope creep can be found here.

Perhaps, as the article suggests, a moving project boundary is unavoidable. The question is how you manage it.

    Right, the article also said it nicely, "Scope isn't the set of stuff customers have asked for. Scope is the set of stuff we've agreed to deliver."
