On learning Perl, woolfy has recently written a node on the available sources (Where and how to start learning Perl). Also, have a look at our Tutorials.

About SQL, if you want a start, here is an online tutorial: SQL for web nerds.

For HTML, there is the barebones.

About javascript, I don't know, sorry, but I think you have enough to read so far ... :).
