I use HTMLDOC. It's good solution for simple converting HTML to PDF. Also, I'd like suggest to use module HTML::HTMLDoc, which implements an object-oriented Perl interface to this programm. But for build a commercial system which should generate some documents in different formats, I'd suggest to look at FOP. I've just looked over information about this tool and I hope that I will use it soon in my project for development system of documents circulation.
