perlmonks runs on the everything2 engine, IIRC. It is available here: http://www.everything2.com/index.pl?node=E2%20FAQ%3A%20Source%20Code.
As the FAQ states, don't expect to be able to get it running "unless you can hack some serious Perl." While the everything2 backend engine is publically available, I don't believe that the patches specific to the perlmonks.org site are available to anyone other than the gods and the pmdev clans. Have fun...
