Your best bet, is to find a friend who has a server that you can ssh/telnet to, and use that.... at least for the initial testing stage.

FTP uploading of files once they're working is all well and good, but it's a really painful way of debugging... you really need a development environment that's similar to the "real" environment... and you don't want to be testing your work on the "real" server.
