Have a look at Apache::GeoIP or IP::Country. That leaves you with the nice task to decide what language to pick for which country. Especially nice for mine where you can choose between Dutch and French, the wrong guess won't be appreciated ;-)
Hope this helps, -gjb-
Update: I forgot about our German speaking community, so I'm typing this hanging from a tree (I hope you get my point ;-)

Posts may use any of the Perl Monks Approved HTML tags. Currently these include the following:
<code> <a> <b> <big>
<blockquote> <br /> <dd>
<dl> <dt> <em> <font>
<h1> <h2> <h3> <h4>
<h5> <h6> <hr /> <i>
<li> <nbsp> <ol> <p>
<small> <strike> <strong>
  <table>
<td> <th> <tr> <tt>
<u> <ul>
-
Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
