Well, for one thing, the use of the shebang line is just habit. For another, the perl interpretter will honor command line switches following "perl" on the shebang line... regardless of what's between the shebang and the "perl".
Mostly, though, as I said... I think it's just habit.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
