I do not see any html tips on my form, still. This change should be the default; it's for new users, after all.
Heh. It is the default. New users see hints, of course. The only users who don't see hints are the 62 who have gone out of their way to go to User Settings and turn off "Hints" (which you must have done at some point).

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
