To do a 'use', you must evall within quotes, as in:

#!/usr/bin/perl

BEGIN
{
    eval "use nosuchmodule;";

    if ($@)
    {
        print "'use' failed\n";
    }
    else
    {
        print "'use' ok\n";
    }
}
