...
The "archived correspondence" happened last year, and about 10 versions of PAR and one official version of Archive::Zip ago. This issue has been fixed. For caveats you should just point to http://rt.cpan.org/NoAuth/Bugs.html?Dist=PAR and PAR::FAQ.

    Mea culpa...

    It turns out that I was picking up an old version of PAR (0.74) which was exhibiting the problem. I withdraw the caveat.
