in thread PerlMonks issue with Portugal timezone?

The site to which you linked contradicts you. In big bold characters, it says the UK is currently using GMT+1, not GMT.

The site goes on to say the UK sometimes uses GMT, sometimes uses BST (which is GMT+1).

Since the text in my post is actually a cut and paste from the page that I linked to then I don't see how it can contradict itself!

This is a Timezone Map (PDF) which shows the UK and Portugal in the same timezone. This History of Timezones explains the concept better than I can.

The site contradicts you because it contradicts itself. Note that the bold text in the second section contradicts the statement in the first section which is what you quoted in the first place. BTW, if you really want to be anal about this the quote is wrong as UK time is UTC + 0 when not in daylight savings and UTC + 1 when in daylight savings. The fact that UTC is always within 0.9 seconds of GMT is irrelevent, GMT isnt a real timezone anymore. Here is an overview

What time zone is United Kingdom (UK) in?

United Kingdom (UK) is in the Western European Time Zone.  Western European Standard Time (WET) is Greenwich Mean Time (GMT).

Does United Kingdom (UK) observe Daylight Saving / Summer Time?

Like most states in Europe, Summer (Daylight-Saving) Time is observed in United Kingdom (UK), where the time is shifted forward by 1 hour;  1 hours ahead of Greenwich Mean Time (GMT+1).

After the Summer months the time in United Kingdom (UK) is shifted back by 1 hour to Western European Time (WET) or (GMT)

It's not contradictory. Standard time is non-Daylight Savings time, and the only time used before Daylight Savings time was implemented. The base timezone for the UK is WET, which is GMT+0, which is used during winter, non-DST, months.
Currently, in the northern hemisphere, it is not winter. Countries which implement DST are an hour ahead of their Standard times, thus, GMT+1.
