A slightly different module Tcl::Tk is very similar to perl/Tk and will allow many powerfull techniques, including Visual IDE, see explanations at http://www.vkonovalov.ru/vtcl-usage/Using_vtcl_for_creating_Tcl-Tk_GUI_for_Perl.html

This way you'll get a much wider choise for toolset.
