This:

use CGI;
my $q = CGI->new;
print $q->start_html( -title => "Some Title",
                      -style => { src  => '../style.css',
                                  type => 'text/css' } );

Produces:

I believe you were looking for how to include a proper CSS link? That should do it. I'm using CGI.pm version 2.74.
