I second the spirit and content of this post! This is exactly the kind of thing we need. I suggested a simlilar idea in a /msg for all first timers, but if a node like this existed, we could simply /msg first timers a links to it first. I could even see putting this node in the menu of choices after a user clicks "Need Help??" as a first line of defense for silly questions. (maybe it could also have the side effect making people realize this isn't a gossip site...)
